Implementation of a new plan investment strategy through Morningstar ClearFuture will always involve both a conform to target and an investment election change. It is possible for the conform to target portion of the request to fail due to restrictions while the investment election change may process successfully. Morningstar ClearFuture will consider a request to be incomplete if either part of the request fails to process. However, if the election change states that it has processed successfully, the request will be processed by the plan administrator regardless of the status of the plan investment strategy on the Morningstar ClearFuture web site.
